The following explanations are primarily intended to contribute as far as possible to illuminating or clarifying the questions posed; on the other hand, perspective suggestions for a solid implementation of the DGA should also be gained. In doing so, a systemic approach is chosen as far as possible in order to keep an eye on the central pivotal points on the way to a productive and fully functional data economy according to the state of the art.

Comments on central implementation issues are either pragmatic (intended for the short-term implementation level; under given time pressure with regard to the full legal effectiveness of the DGA) and/or prospective (intended for further optimisation, especially with a medium and long-term horizon).
